INDIA Bloc Unites for Action Against Jagdeep Dhankhar
Jagdeep Dhankhar: The opposition alliance, INDIA bloc, has decided to move a resolution to remove Rajya Sabha chairman and Vice President Jagdeep Dhankhar from his office. This marks a historic first in India’s parliamentary history, even though the move is unlikely to succeed due to the lack of numbers in their favor. Opposition sources confirmed they plan to submit the notice “very soon,” citing Dhankhar’s conduct as the tipping point.
Tensions Escalate Over Dhankhar’s Conduct
According to sources, the INDIA bloc had gathered the required signatures for the resolution back in August during the monsoon session but decided to hold off, hoping for better conduct from Dhankhar. However, incidents on Monday, including alleged disruptions in the Rajya Sabha, convinced the bloc to proceed. A TMC source described the move as being more about countering BJP’s tactics than targeting Dhankhar personally.
Challenges Ahead for the Opposition
The opposition faces multiple hurdles, including the constitutional requirement of a 14-day notice for the chairman’s removal and marshalling sufficient support in the Rajya Sabha and Lok Sabha. Congress has reportedly taken the lead in this effort, with support from TMC, SP, and other INDIA bloc parties.
Allegations of Misconduct and Disruption
Opposition leaders accused the chairman of bias, including turning off the microphone of the Leader of Opposition while allowing extended speaking time for the leader of the House. “What I saw in Rajya Sabha today was unbelievable,” said Congress leader Jairam Ramesh. Opposition sources stressed that they want the House to function according to established rules and conventions.
Removal Procedure and Constitutional Framework
The procedure to remove the chairman involves a resolution in the Rajya Sabha, requiring more than 50% of the members present and voting to pass it. If successful, it would then move to the Lok Sabha, where it needs a simple majority. This process is outlined under Articles 67(b), 92, and 100 of the Constitution.
Opposition’s Stance on Parliament’s Functioning
The opposition accuses the government of stalling parliamentary proceedings. A TMC source emphasized, “This is not about the chair; it is about BJP.” The INDIA bloc’s efforts underscore their demand for fair conduct and adherence to parliamentary conventions.
